Does the rule still apply that you can only take the exam in the US, virgin
island, guam and PR or do they now allow you to take the exam in Europe at
a prometric testing centre there? Any advise? Thanks!

As far as I know, the exam is only administered within the States. No Europe yet (unfortunately). I do believe they should consider this because it will increase their fees in a number of ways.
