My next step is to select which exam section.  I would like to know if I select all 4 parts, do I have to pay the fees for all 4 parts at 1 time or I only select the part that I want to take and come back to select the remainder.

If you select all ; yes you have to pay at that time at least for WA state.

I am residing in CA, when I read this, it have me confuse.  So if I select only FAR and BEC, then I must submit a new application and reapplication fee.  Then I can select REG and AUD.

Once payment has been made to NASBA, additional exam sections may not be added to that specific ATT. For additional exam sections, submission of a new application to the Board, including payment of the $50 reapplication fee is required (see Step 5 for information about making changes to your section selection prior to the payment of fees to NASBA).

Yeah, most states require you to pay another re-application fee in addition to exam fees each time you apply for a section.  That's why I put all 4 exams onto my first NTS.  But do this only if you are sure that you will have enough time to study for and pass all 4 exams in the 6 month period for which the NTS is valid!  They really do ream us CPA candidates.
