Can anyone tell me the states which issue a Cpa certificate without any experience.

Illinois issues a certificate (must apply prior to Jul.1, 2010) and Colorado issues a license without any experience.

In both cases you must have 150 semester hours including a 4-year university degree or the equivalent.
