I am on my last term in tertiary level. We have this
course, Synthesis, requiring us to submit a paper. Parts
are: Introduction, Review of Related Literature, Review
of Related Cases, and Conclusion.

My chosen topic is Payroll Fraud: Detection and Control.

I am having problems with Payroll Fraud definition of
being an "occupational fraud" (meaning fraud committed
by employees of a company).

Can Payroll Fraud be committed of those that are "not"
employees of a company?

Please help. :(
