Do big 4 firms or midtier (BDO,GT,ect) talk to each other about candidates? For example, he or she does or says something stupid at a social event, do they report that to each other?

My experience has been that yes, they talk to each other on a fairly regular basis. You (I mean "your friend") should hope that the recruiter that was hit on has been shunned for one reason or another and shut out of recruiter lunch parties.
