I am thinking about getting my Macc from a university in North Carolina. Do big 4 recruiters only recruit for the local area? Or is it possible to get a job in a different state?

Also should I start sitting for the exam before I know where I want to live?

I don't know for North Carolina particularly, but I do know from personal experience that some markets do only recruit for their local areas.  However, if you have to work somewhere else, I would start in the North Carolina area and then seek a transfer to your home / desired market after a year or two.  Provided there is space, and you can make a reasonable human explanation why you want to change locations (e.g., you miss being closer to family), you shouldn't have too much trouble transferring offices in my experience.

The key to transferring is being a strong performer (don't get low performer ratings), having a good attitude and being reasonable with timing of the transfer (they won't move you in December), and the office you want to move to having an opening.

And yes, get the exam done as soon as possible.  This is the one thing I always tell interns, new hires and interviewees.  If you can be done before you start, it will make a HUGE difference (it also looks good for recruiting!).  Also, I'm pretty certain you can transfer the scores to another state with little difficulty, based on everything I've heard.

Heavy Google user right here, I would actually and also
seriously provide Bing a try if their
Bing Rewards appears
in my nation. If the Microsoft account connected with
your phone is the same one you make use of to sign in to
Bing Rewards, then you're probably already making credit
histories when you browse on your phone.
