Any advice on moving from a regional firm to the big 4? When would be the
best time to make this transition?

I think you should try when you get close to the end of your first year. i would begin making the push this time next year. i know my firm hired several people at the 2nd year level this past fall, and I'm assuming they had minimal (@12months) public accounting experience.

i guess there is a chance you could make the jump sooner, but 1 year is more realistic.

I would think you'd need more than one year experience
transitioning from regional to a BIG-4. I think you would
be in a better position applying into the Big 4 as a
senior with at least 3 busy seasons under your belt at
your current firm. They still may bench you as a staff II
to learn the firm before promoting you to
senior. I'd also recommend you having your CPA before
transitioning!

Some of this would be relative to if you are being placed
in the same industry you specialized in at your current
firm. If there is need, they'll bite.

It sounds like my best chance would be after one busy season or as a senior. If I did
transition after one year would it be common to be benched an extra year before
making senior? I plan to pass the CPA by then too (already passed 2 sections).

Also, what is the best time of the year to try? Right now meaning go for fall recruiting
next year or during the summer?
